“ICE policy makes clear that, “[a]s a matter of law, ICE cannot assert its civil immigration enforcement authority to arrest and/or detain a U.S. citizen. However, in recent high-profile cases, ICE has erroneously arrested U.S. citizens, at times appearing to use violent physical force. Despite the Trump Administration admitting Mr. Abrego Garcia’s removal was a mistake and the Supreme Court ordering the facilitation of his return, the Trump Administration has indicated repeatedly it does not intend to comply with the Supreme Court’s order and bring Mr. Abrego Garcia back to the United States. Mr. Abrego Garcia is a Maryland resident, living in Maryland’s Fourth Congressional District with his U.S. citizen wife and family.
