Humanitarian Standards for Individuals in ICE and CBP Custody Act
This bill:
- Mandates that every illegal alien in custody receives an initial in-person medical screening by a licensed professional within 12 hours of arrival, with a strict 6-hour window for high-priority individuals such as children, pregnant women, the elderly, and those with acute conditions;
- Codifies specific standards for basic necessities, requiring that facilities provide access to at least one gallon of drinking water per person daily, age-appropriate diets, clean sanitation facilities, daily showers, and comfortable, safe shelter conditions; and
- Mandates unannounced inspections of detention facilities by the Department of Homeland Security's Inspector General and requires a GAO study to assess agency compliance.
