Non-Domiciled CDL Integrity Act

This bill updates the rules for issuing a "non-domiciled" commercial driver's license (CDL) to an individual domiciled in a foreign jurisdiction, requiring that the state:

  • Verify the applicant has a lawful immigration status in the U.S;

  • Ensure the applicant possesses a visa determined by the Secretary to be related to a legitimate, employment-based reason for holding a CDL;

  • Issue the license for a period of no more than 1 year or until the expiration of the applicant's authorized stay, whichever is shorter; and

  • Retain records of the license issuance for at least 2 years.
