H.R. 10802 - ASSURE Act
This bill:
Statutorily codifies and expands Executive Order 14019 by transforming the federal bureaucracy into a nationwide voter registration mechanism, directing agencies that provide public services to aliens and illegal aliens to register individuals to vote without requiring documentary proof of United States citizenship or Systematic Alien Verification for Entitlements (SAVE) screening;
Mandates that U.S. Citizenship and Immigration Services (USCIS) permit private, tax-exempt 501(c) advocacy groups to operate inside administrative naturalization ceremonies to distribute voter registration applications and voting materials;
Directs federal agencies to evaluate re-engineering agency-issued identity documents to satisfy State photo voter identification laws, creating an administrative pathway for identification cards issued to aliens and illegal aliens to be used at voting booths; and
Requires the Department of Justice, Bureau of Prisons, and U.S. Marshals Service to provide voter registration and mail-in ballot assistance to individuals in federal custody, pretrial detention, and post-release supervision, where high concentrations of deportable criminal aliens are held, without establishing citizenship verification firewalls.
