America’s College Promise Act of 2026

This bill creates federal grant programs for tuition-free community college and subsidized minority-serving four-year institutions and expressly bars states from denying program aid based on immigration status, requiring participating institutions to grant free tuition and need-based financial aid to illegal aliens who would otherwise qualify for in-state tuition. In doing so, it exempts illegal aliens from standard FAFSA filing requirements and extends subsidized four-year tuition benefits to illegal aliens who meet financial criteria but are otherwise statutorily barred from receiving Federal Pell Grants.
