America First Citizenship and Allegiance Act

This bill addresses naturalization. It-

  • Mandates an English language proficiency test with a passing threshold at 80%, though the standard age-based exemptions are maintained;
  • Bars supporters of terrorism, gang members, and foreign agents from being considered to have good moral character or attachment to the Constitution;
  • Requires mandatory English-language instruction on the meaning of the Oath of Allegiance prior to the ceremony, alongside a written certification signed under penalty of perjury;
  • Mandates application denials for false statements, establishes a permanent naturalization bar for severe fraud (terrorism, voting fraud, false claims of citizenship), and imposes a 10-year bar for other material fraud;
  • Increases penalties for naturalization fraud or false statements; and
  • Mandates a new civic education program to revise study guides in keeping with the 250th anniversary of the Declaration of Independence.
