No Licenses for Illegal Drivers or Truckers Act of 2026

This bill mandates that states verify lawful presence using the SAVE system and conduct FBI background checks before issuing any standard license, personal ID, or Commercial Driver's License (CDL) in an effort to deter states from issuing driver's licenses to illegal aliens. It enforces compliance by withholding 10 percent of federal highway funds from non-compliant states beginning in October 2026, instead redistributing those critical infrastructure dollars to states that adhere to the verification mandates and protect American roadways from unauthorized drivers.

Sen. Cynthia Lummis (R-WY) (April 16, 2026)
