FARM Stability Act

This bill creates two tiers for wage rates for H-2A workers based on skill/experience level. The bill also requires compensation adjustments for wage rates based on housing costs incurred by the employer. By allowing employers to pay a distinct entry-level rate for unskilled labor and legally discount up to a third of those wages to account for the housing they are already providing, the bill would significantly reduce the take-home pay of H-2A workers.
