Access to Counsel Act of 2025

This bill guarantees access to counsel to all nationals, green card holders, aliens seeking admission as immigrants or nonimmigrants, refugees, asylees, and parolees if they are detained for secondary screening at a port of entry. 

Further, the bill prohibits the acceptance of a Record of Abandonment of Lawful Permanent Resident Status from an LPR subject to secondary screening or deferred inspection without providing access to counsel (unless the LPR waives this in writing).
