Health Care Freedom for Patients Act of 2025

While this bill is focused on HSAs, it does have provisions that impact immigration. Specifically, this bill-

  • Reduces federal Medicaid matching funds to 80% for any state that uses its own money to provide health coverage to ineligible aliens;
  • Removes the requirement for states to provide Medicaid coverage during the 90-day "reasonable opportunity" verification period;
  • Prohibits federal reimbursement for any costs incurred during the verification period if the applicant is ultimately found to be ineligible; and
  • Restricts the new "Exchange Plan HSA" payments to "eligible aliens" only, excluding other lawfully present groups
