CLEAR Act of 2025

This bill reforms immigration law in favor of improved interior enforcement. It-

  • Blocks federal funds from sanctuary cities;
  • Requires immigration violators to be listed in the National Crime Information Center Database (NCIC);
  • Requires States and localities to submit to DHS detailed information about every alien apprehended;
  • Establishes grants for States and localities to carry out the provisions of the CLEAR Act;
  • Requires the construction of 20 additional alien detention facilities;
  • Requires the Federal government to take custody of illegal aliens within 48 hours of notification from States and localities (with reimbursement);
  • Establishes a training manual, immigration enforcement pocket guide, and training classes for State and local officials;
  • Grants immunity to State and local law enforcement for carrying out immigration enforcement;
  • Calls for an expansion of the Institutional Removal Program; and
  • Authorizes State and local law enforcement to hold criminal aliens for up to 14 days after serving their sentences.
