Northern Mariana Islands Labor Stabilization Act

This bill applies labor certification procedures designated for Guam to the Norhern Mariana Islands and sets the employment authorization annual cap at 15,000. The bill also requires that, notwithstanding any numerical cap, the Secretary of Homeland Security shall increase by 3,000, for each such fiscal year, the total number of permits available under this subsection for Construction and Extraction Occupations.
