ICE FROST Act

This bill-

  • Provides a permanent 25 percent baseline salary supplement for all federal law enforcement officers actively engaged in frontline immigration enforcement operations;

  • Establishes an additional 15 percent hazardous duty pay bump for enforcement personnel deployed to high-risk strategic theaters;

  • Designates nine major U.S. metropolitan statistical areas, including New York, Los Angeles, and Washington-Baltimore, as automatic hazardous duty zones due to elevated violent crime, transnational gang presence, and high concentrations of illegal aliens;

  • Levies a flat $199 surcharge on international remittance transfers sent to an explicit statutory list of high-risk nations like Afghanistan, Haiti, and Yemen; and

  • Imposes a secondary $99 remittance penalty on transfers to any foreign nation maintaining a visa overstay rate exceeding 2 percent, allowing the financial surcharges to stack up to $298 per transfer.
