Bracero Program 2.0 Act

This bill:

  • Waives interview requirements for returning H-2A workers;
  • Sets the adverse wage rate for an H–2A worker as wages equal to the applicable minimum wage of the State in which the labor or services will be performed, plus $2.00 per hour;
  • Creates a pilot portable H-2A program where H-2A workers can change jobs and employers within the authorized period of stay;
  • Authorizes H-2A eligibility for greenhouse and indoor farm workers, whether or not the work is temporary or seasonal; and
  • Requires the Government Accountability Office to study the impacts of the H-2A program in two years on working conditions and wages, while already expanding the program further, without knowledge of the impact on American workers.
