Stop the Cartels Act

This bill-

  • Calls for various reports on cartel activity;
  • Blocks funds from being sent to Mexico until the Secretary of State has certified that Mexico is no longer hindering law enforcement and intelligence sharing with the U.S.;
  • Designates the nine major Mexican drug cartels as Special Transnational Criminal Organizations, and authorizes a process for further designations;
  • Requires a more detailed monthly report from CBP on migrant encounters;
  • Prohibits financial assistance to sanctuary jurisdictions that are in violation of immigration law (including 8 USC 1373) or restrict compliance with detainers;
  • Ends the Flores Settlement Agreement regarding the detention of unaccompanied alien children (UACs);
  • Preempts state licensing of detention facilities;
  • Raises the credible fear standard (more likely than not);
  • Bars felons, previous deportees, and aliens from countries with refugee processing centers or contiguous to one from asylum;
  • Calls for more immigration judges (500); and
  • Establishes refugee processing centers in Mexico and Central America.
