Internationally Trained Physicians Assistance Act of 2026

This bill authorizes the Secretary of Health and Human Services to award grants to States to establish alternative medical licensure pathways and subsidize United States Medical Licensing Examination (USMLE) fees, test preparation, credential verification, and English classes for lawful permanent residents, refugees, asylees, and other work-authorized aliens, including illegal aliens granted administrative work authorization. Furthermore, it amends the Social Security Act to exempt these alien physicians from hospital full-time equivalent residency caps under Medicare graduate medical education payments, financially incentivizing healthcare facilities to prioritize foreign medical graduates over American citizens and domestic medical graduates.
