This bill terminates the Case Management Pilot and Young Adult Case Management programs of Alternatives to Detention (ATD) and blocks substantially similar programs, requiring the Secretary of DHS to increase detention space and take individuals under those programs into custody.
Further, the bill limits the use of ATD to situations in which no detention beds are available, but in doing so, codifies ATD. All aliens enrolled in ATD are required to have GPS monitoring for the duration of their proceedings and until removal (if ordered removed). If an alien violates the terms of their release under ATD, the bill requires DHS to publish the alien's eligibility for detention online and transmit that notice to all law enforcement jurisdictions in the vicinity of the alien's last known location.
The bill requires all illegal aliens who are part of a family unit and entered or attempted to enter illegally to participate in the Family Expedited Removal Management program.
Aliens are prohibited from participating in ATD if they reside or intend to reside in a sanctuary city.
Finally, the bill establishes a supervision program and requires the submission of biometric information.
