Policy Memo from the immigration courts directing dismissal of asylum claims that clearly lack merit without formal hearing. 

Immigration courts have a 4 million-case backlog. Many of those cases are frivolous asylum claims. If immigration courts start dismissing dilatory, frivolous claims, the backlog can be cleared quickly. This is a welcome and necessary change.
